In regards to the dolphin category rules:

"Make sure you are running Dolphin v5.0 on default settings. (Exceptions are resolution, anti-aliasing, anisotropic filtering and per-pixel lighting)"

Does the Widescreen hack and HD texture pack fit into these exceptions or no?

I've been working on my run times and would just like a clarification on this before submitting a run as i currently have these settings enabled

Just so it is documented here:
"Hacks that alter the original structure of the game to gain an advantage are not allowed. Examples would be your fog, widescreen hacks etc."

So no, HD texture and Widescreen hack are not allowed. General rule of thumb is: leave the game as is. Resolution for better performance is allowed to be changed for example, but not much beyond that.
