As long as the visual and audio mods don't affect gameplay in a meaningful way or artificially lead to some timesave, I think they're fine. The ones listed in that video are fine with me.
Is a timer required for a run? I’m wanting to post a run from PS5 but can’t figure out how to do it with a timer?
No since Console runs go to the score screen all you need to do is show your score screen at the end. That'll have your final IGT.

Since PS5 only records 1hr at a time and I dont have a capture card. Is it okay if two parts are put together to make the complete run. I was going to specify when in the video the cut takes place.

What software do you PC people use to record? I just recently switched to PC and wanted to start doing runs. Also wondering if a timer is required on PC runs, and if so how do I get a timer in my runs?

A timer isn't required on PC, but if you want to take advantage of the Load Remover, you'll need to download and configure LiveSplit. This guide by @Hau5test will walk you through the setup process:
