So I looked at plywood's highlights and he got a really weird glitch:

I was able to replicate it and it can be done anywhere. All you have to do is have the item or weapon cycle menu up, press start and then go to "Quit to main menu" and then press No.

This seems to deload most stuff around Snake. No idea why it works but this could potentially be huge. The issue is the game as the title says, softlocks. It's as if the game is getting the quit to menu command but it never actually gets there. Imagine how OP this would be if you could replicate that deload of the area without softlocking the game. You could essentially walk through walls.

Edit: The game isn't technically softlocked after more testing. If you have cheatenable on you can still filter the textures with the F keys.
