1.9 - 1.12 Split

Added new version split to Any% Glitchless with the following rules:

1.9-1.12

Random Seed Submission Rules:
- Sub-30 runs must submit world files, logs, and gameplay audio.

Random Seed Timing Rules:
- Runs which are not sub-30 will be timed with IGT. Runs which are sub-30 will follow the top level retiming rules.

Submission and timing rules for 1.13-1.15 will remain as they are. Check out the category rules on speedrun.com for more information.
Currently submitted 1.9-1.12 runs will be moved into the correct category.
