Both are good. I've saw some japanese runners who have PBs posted on niconico and speedrun.com have support for embedding their videos.

Do you have any specific site in mind already? This makes answering the question easier. Usually we reject submissions where the video platform forces the person to download the video or make an account to be able to watch it.

Twitch allows videos to be uploaded too, despite it being a feature way less popular than streaming.

Did some science here using both BizHawk (with Genplus-gx core) frame counter and VODs from submitted runs so far. It takes 158 frames (2.63 seconds) from pressing Start Button to the moment your character can start moving.

So instead of starting the timer from the moment your character starts moving (aka SDA timing), start your timer when pressing 'Start' on Main Menu. Set your split program to start from -2.63 seconds, or subtract this from final split.

You can choose any difficulty. Easy makes it easier to get 1st place in all races, but in Hard you'll get less CPU cars in your way if you're fast enough to be lapping them, Normal is a balance between Easy and Hard.

TimpZ, I feel your worry is fair, and is a possibility I haven't thought. Hope there's an alternative where people can use GenPlus GX without those downsides.

My biggest worry when it comes to rule changes is putting an overwhelming amount of rules that will put new runners away. When I've started running Sonic 2, having to capture the border of the emulator made me use OBS Classic (which didn't allow some things OBS Studio does), among some other things that bothered me enough to make me put the game away and pursue other games to run. This is an example of rule who did more harm than good, in my opinion (as it was easy to fake an emulator border, since this feature in OBS Classic was so buggy that didn't capture title changes in the emulator window).

Also, I don't like the idea of "trusted runner", as someone may abuse this status in the future. Usually, boards hold top runners to a higher standard, not the opposite.

I'm away from my personal computer now, but I'm against banning open-source emulators (the only way for PC players to use GenPlus GX) or ones with TAS functions, provided you can prove you're doing a legit run while using them.

Picking an example from another game, you can record TAS using Snes9x, but the frame counter appears differently when you're playing a movie, which makes easy for mods to verify a run. Mega Man X series board states that using a frame counter is enough for Snes9x. Dunno how RetroArch frame counter works, but if it's similar to Snes9x, I think that enabling it is enough to show a run isn't a prerecorded video.

To be honest, there are already 14 full-game categories (NG and NG+ for all characters, S+T and Encore Mode), along with all ILs (5 characters, Mania and Encore mode). I don't see why create leaderboards for even more categories before checking if there are enough people to run them.

I don't see why someone would cheat to have a subpar time in an IL board anyway. People who cheat at this level of play are only cheating themselves.

I feel it's ok to allow replays outside top times because it saves the hassle of recording an entire session just to crop the moment where you get a PB (not everyone running ILs want to have a top time). And top times are always subject to higher standards anyway.

Mania stages are larger than all Classic Sonic games, so they're a bit hard to memorize.

There's the Individual Level leaderboard here. What worked for me when trying to learn the full game was training each level trying to replicate what the players with best times do (aside Oil Ocean 1, where I tried to create my own route when the game was launched). It's a bit hard at the start, but training makes you get better at it (like almost everything in speedrunning).
