No. The mods do. For random, you can use whatever ones you like, but you have to list the specifics for the balloon(s) that you pop.

I think you could use outside/inside drift, but it would have to be said that you used it.

I would say that there would only be 1 category, as you could cheese only one kingdom. But, if there would to be multiple, there would be “Random” and “Selected.” Selected being where you make specific guidelines to what a “usable” balloon would be, and random is where you can use any balloon. If there were an “OoB” category, it would have every balloon be out-of-bounds. But if you could do only one kingdom, you would have to give the specifics of the balloon that you popped. You would have to give the distance, whether it was out-of-bounds or inbounds, and how many coins you had to pay to play that round. You found also rate the balloon on its difficulty (0-5), 5 being the hardest.

Those are the guidelines I think the category would have.

But the thing is, that no one would run the category.

So a run with balloons all 200 meters apart would be just as equal as one 10 meters apart and one with balloons out of bounds? Or should there be a separate category for out of bounds?

Yes, but how will you distinguish the times if one balloon is around 600 meters away and another is 30?

I honestly think that this is not a good idea because there will be a lot of RNG to got the certain balloons in certain places and they take different amounts of time. Also, some balloons may be out of bounds so you may have one run that takes 15 minutes and another that takes 10, but with really good gameplay and popping the balloons on the first try.
