For Rexxar, the rules don't actually state when the RTA timer starts. When I started running, I copied the start time Lidernik, which was the only run on the boards at the time. All 4 current runners on the boards are using the same start time; when the first level has loaded.
For the end time, well, that one is inconsistent. Lidernik stops when Admiral is dead, Me & Jphpue stop at first black frame and Ilares stops at first black frame after the cutscene.
I don't really care if the RTA timings are changed, IGT is what matters anyways. But if they are, maybe fix the rules to be clearer while at it? And maybe clarify on how to calculate Rexxar's IGT, since you can't just check it from the post mission stats.

Minecraft rng is different though, ain't it? It has a ton of different parameters and the runner has to adapt to the situation and make the best of what they get.
With this, you would have a seed of 1/12 and it's either a run or a reset. There's no adapting, since one opponent is always going to be the fastest, so the others are never worth playing. Doing ~10 resets until you get to even start a run is just stupid. What I'm saying is; at that point just drop the random out and let the player choose the factions.
Making seperate boards for all of these options would be a mess, if not outright impossible. I'd go with one skirmish board that has all the runs, with variables for player race, opponent race, map and difficulty. Probably set things like game speed and starting money as predefined in the rules.
I think you should join the discord, make your case there and show some of your runs. Maybe it's a good idea for a board, maybe not, I don't really know
Some people don't care about IL runs, so they might not bother submitting even if it would be an IL world record. And since SRC rules prohibit submitting on behalf of other people without permission, not much can be done.
