I did a a lot of attempts, mostly because of the commanders. If you don't way long enough one of them will still be outside the meting spot. And if you wait too long they'll be leaving the meting spot. So use the phantom cigar for about 4 to 5 seconds and you're good to go.

Also, you can't be too far from "Da Wialo Kallai" (Wialo Village) other wise the commanders won't load. And, if you stay too close you'll still be in the hotzone.
