Well yes its a glitch because its exploiting something that wasn't intended in the first place. Also yes the ladder leading to the final part is broken because its outdated but that still makes it a glitch since its due to the engine not correctly placing the ladder.

I'll probably make a glitchless category, it needs to be determined what else would count as a glitch though.
