I am playing on a chromebook with a touch screen. Is playing with touchscreen allowed?

For the polished mobile version you need to play the app

Rules : Mobile version means the apps you can find on Play Store / App Store. You are not allowed to play the web version on your mobile.

If you can play the app on your chromebook, then it's ok.

Chromebooks are android based, they also have their own play store. I don't see why this wouldn't be allowed.
