I just found out that in All Cups, resetting after a normal cup saves about 10 seconds, and resetting after the special cup saves about 30 seconds.
Wow, that's a really cool timesave o/ But by resetting, do you mean "Go to home menu, quit the game and restart the game", or did you find another technique ? Because I can't remember another way to reset :v
depends on what console (2ds, 3ds) you use and if you are using eshop version or not. i guess?

yes, but in order to save the most time you have to reset 3-4 seconds after hitting the finish line (or when the victory jingle hits the last note)
I personally just start mashing HOME after I cut the finish line xD I did a run like 2 weeks ago (PB'd "only" by 33 seconds when saving 1:04 on loads, I didn't consider it worth uploading/submitting since I could easily beat it by 30 seconds), I can say that on a European old 3DS with cartridge (the slowest possible setup ?) it saves 722 after Special Cup, so the overall timesave is about 1:05 (really close to 1:10 if you are frame perfect, imo).
