I got the Strandberg kill from Lowress. It seems that exiting the Consulate in any other way then the way I did results in me entering a state of Hunted, idk how that works, I just know that's what I experienced. The blindness the soldiers have that stand guard outside the school seems consistent to them; might be faster than a bodyshot might be slower.
