If you aren't looking for kart racing games I would recommend either a rally game (such as the Colin McRae Rally series or WRC games) or Need for Speed. In the nfs series I would recommend Carbon or The Run. Both are quite simple to learn games.
Trackmania also has a big community of runners and it is quite easy to play and submit runs to the leaderboards
Trackmania is overrated because of Wirtual IMO, and can be difficult to get into. I suggest figuring out which racing genre you want to play (ex: simulation or arcade), sub genre (rally, circuit, kart, etc) and look for games based on that. The racing genre is very broad, and asking for vague suggestions will lead to games you probably don't care about (like asking for platformers and giving no further details).

You Can Do full game (championships) runs, or individual level runs.
Either 1 lap, 3 laps or Ghost mode.
Lots of vidéos and Ghosts on the page. Don't expect some casual timeattack though. POD is very demanding in term of skills and knowledge of the game...
King categories are individual levels, 1 lap and Ghost mode.
If you have nothing against mobile racing games, then I'd suggest DATA WING. You'll quickly learn the basics of the steering, so it's just the matter of time you eventually start speedrunning it. Just to let you know, if you're going for Any% or for 100% runs, you'll also have to memorise the solutions to the binary quizzes.
