Lots of small improvements over my 18:35 run clocking this in at 18:24.89. I think 18:15 should be achievable. 18 flat with a near perfect run? I'm not really a perfection kind of guy =)

Fireball on raft then jump for two hit saves ~1 second.

Spawn manipulation and execution on mission 2 tighter. The 3rd and 4th enemies are a rare, fixed location, spawn for example. Earlier kill on rooftops Linda speeds things up nicely.

Small screw up on Mission 3, this level can be 3 seconds faster at least.

Mission 4, had to go spawn hunting, easily 3 seconds faster. Fight with bosses can go a little faster too if Jake cooperates.

Mission 5, save a lot of Fireballs by killing all the normal enemies spawning out of the first door by hand allowing some manipulation of the Cody later to save time after killing the Burnov. Big time saver over old strategy and can be done better.

Mission 6. Just a good run and good Fireball guessing. Efforts to save the Abobo for last while fighting the 2 Burnovs can work out but generally waste as much time as you save. Still much faster.

Mission 7. Platforming practice/improvements helps time significantly.

Mission 8 new "trick" for elevator Abobo saves a few seconds. Getting Jake and the gang to kill themselves could be a significant speed increase.

Mission 9, short and boring. Boss fight can be faster/cleaner.

Mission 10, simply using the pattern A1Major uses for doors is a decent time saver although that room with the normal enemies is so boring.

Mission 11, 2 Burnovs killed in one less knockdown cycle and huge improvement to platforming using the game "physics" to gain big jump height while platforms move upward.

Mission 12, If you walk diagonally or slowly you can split the boss mob spawn on the final screen into Kodani, or Kodani and Jake or Kodani, Jake and one of the twins. I find getting a jump on just Kodani and Jake makes Casey and Shannon a breeze.
