honestly i've thought about this as well and think it could be fun, but we don't really know until someone tries to actually speedrun some of these.
keep in mind, i think the lockout categories would end up all being very similar since getting every square would essentially take as long as a 100% run. i guess you could find a seed which would make it pretty short but im not sure if anyone knows how the seeds work so finding a good seed would be really hard and might not lead to anything.
if you do some runs to show what this ce would be like then we can think about it some more.
Max score might be "more fun" but it would probably still suck since most people hate the coin grind in max% so i think a run where you just get to 4-c ASAP before doing 2 hours of coin grinding would be awful

Personally I'm ok with how it is because I think for ils in particular, people mostly just go for a igt and then stop. I get what you're saying but i think the culture around ils in general is that it's more significant to be the first to an igt than to have the fastest completion, whether that's fair or not. I don't think too many people have an issue with being tied for a place despite being at the bottom of the list.
It would also be much more work for the mods to update every il run submitted in the game, and I'm not sure this is even something that the mods would be able to change.

i don't think there's a guide anywhere but i'd recommend watching a run to get the idea. it requires a shell jump in 1-3 which can be hard for people starting out which is partly why it doesn't get a ton of new runners

i recommend watching the video playlist of strats which is believe is under guides, it has beginner strats that can be done relatively consistently for beginners. try to get consistent with those strats, and when you're doing runs, focus on not getting hit. if you have any specific questions, i recommend joining the discord because you'll probably get a faster answer there and it is more active. I beat this run a couple of weeks ago with a 25:01 but I'm not too proud of it so I'm not submitting it
low% is already not super popular so i don't think many people would want to run that, but it's a really cool tas

The thing with Any% Multiplayer is that it doesn't get too much attention from top level players so the runs outside of the two or three best times are pretty unoptimized. Not that that matters, but it means that the average time in that category is probably 15 minutes behind wr. Since cannonless is so much longer and harder to practice, I wouldn't be surprised if the average time for that is ~2.5 hours (or higher).
Also, the strats used in the top any% speedruns keep player 2 in a bubble the entire run, so unless they decide to really grind strats to make it fast, getting someone to sit in a bubble for 2 hours isn't very enticing.
By all means, if you and a friend both really want to do this no one will stop you. But it probably won't get much attention from top level players and overall won't get enough attention to warrant being on the leaderboards.
