I came up with a different way of playing through the start of the level, it seems pretty fast but I'm not 100% sure if it's the fastest start yet. The second half of the run wasn't very clean so I'm surprised I got a 41 with this one.
UPDATE: Sonic 1 Tails submissions reopened as of patch 2.0.2
