I think this is probably roughly the fastest the level can be done consistently and without triggering a lockdown, which seems to need a lot of precise timing, placement and a bit of luck to achieve.

The run from start to exit is 26 seconds if done optimally, but it's not as important here. The guard at the start needs to be moved from his spot so that he doesn't get caught in the explosion later, the group around the target also need to be distracted as quickly as possible. The faster they can be distracted, the faster this run is.

By distracting them early, it triggers the target to walk sooner, with the car possible to detonate somewhere around 00:29 or 00:30, just as you arrive at the exit.
