Update: There's a 72px resolution restriction on uploads that was not there before. (Going over this re-processes the image)

I know @VyPr had problems with this trying to add an animated supporter icon. It froze both animated icons and no one knew the problem. We still don’t know the problem.

What file format are you using? Have you tried using an apng?

I have actually tried both GIF and APNG in many varying sizes. They all result in the same thing. I'm guessing they've changed the system to re-process your uploads with tight restrictions before applying them, preventing GIFs from functioning.

So... It looks like they put a new 72px resolution restriction on uploads. I managed to make it work by making sure none of the dimensions were over 72px. That restriction wasn't in place before, but at least it works now.
