If you want to lose time, yes. If you want a fast run, no. It's a good back up for no reset runs and races but not for serious runs.
Autosaves costs you time and since you are forced to drive all the time in the beginning the first 20 minutes of any% and classic% are almost the same.
Can't be worse than the first 3 trilogy blind race josh.
Also i just checked gta4 streams on twitch. 100% of them were speedruns (2/2). The faster guy of the 2 was 10 min behind dispersors run when the timer was at 28 min. I guess non of those 2 did beat his time. But i'm not sure what category he is running. Autosave is on, but he doesn't use taxis in places it would save time.

Classic% is any% with classic rules. Dispersor has the WR for normal and arbitrary any% in a single segment.

The first cutscene is special because there are 3 cutscenes with loading screens in a row. I doubt you would save 2.5 sec anywhere else.

I timed the first cutscene/loading screen on different hardware and FPS setups because Misterpost complained about his loading times.
SSD @ 30 FPS - 135 Frames = 4.5 sec HDD @ 30 FPS - 188 Frames = 6.266666666667 sec RAM Disk @ 30 FPS - 135 Frames = 4.5 sec HDD @ 25 FPS - 175 Frames = 7 sec HDD @ 26 FPS - 191 Frames = 7.34615384615 sec
An SSD brings down the loading times to the minimum, so RAM Disk doesn't do anything better.
I can time some other loading times if you want, i think tirean talked about mountain cloud boys being bad. But i would need saves for the 1.0 Version.
