I documented every card location when painting everything, getting all the cutouts, and hitting every block I found. I wouldn't doubt if I missed invisible blocks or something though. Some cards are rng so on some parts the list next to the level is weird. Every replica card is rng, but only thing cards you've collected can appear as replicas. Picture spots are rng in that they have a selection of cards that can spawn from painting them. At the beginning of Cobalt base the bowser spot can only drop 3 cards, they can only be any type of huge hammer. The flower spot in plum park can only drop 3 cards being either mushrooms or flowers. I'm not sure of the details for every picture paint spot but I don't think that'll impact the run that much. The blocks that have an invisible trail led directly to them are partially rng too, the one at the start of violet passage can either have a spin jump or blazehammer afaik. Partner cards are rng drops as well but are basically guaranteed in some areas like the star rooms in Kiwano Temple and the Golden Coliseum.
The cards are restricted to being painted or not. Cards from paint spots, blocks led from invisible trails, cards inside of wooden crates, and cards from cutouts are guaranteed to be painted. Cards from regular item blocks sitting around will be unpainted. Mushrooms, 1ups, frog suits, tails, and spike helmets will always be painted. Partner and thing cards will always be unpainted.
