Pang Tong rellies heavily on his musou and it's the only character in the game that has a C1 orb that fills his musou bar, for that reason decided to not run Wind Scroll and use Art of War instead for those extra seconds of rage token. Possible that Herbal Remedy is the play for that extra charge dmg or Ginseng for the extra fill but ITT weapon covers on the fill department. Time can still be improved with some min maxing and better RNG.
