some 1 player runs have more than 1 player but a run that I submitted got rejected for having more than 1 player

Remove 1 player runs with more than 1 player. Ask the mods to do that.

they could just add the players

Some 1 player runs have used fps unlockers and some two player runs are in public lobbys. So yeah I agree some runs should be reviewed according to the rules.
