The method for getting a 0:00 time is surprising simple. All you have to do is finish a race, but reset to the home screen right before the results screen pops up. Enter another race with whatever racer you want, and if done correctly you should accelerate a bit and then slow back down, indicating the race has finished. When the results screen pops up afterwards, both you and your opponent will have a total time of 0:00.
