I have used ReWASD to reformat my attack to the scroll wheel to help my PvP, if I submitted a run using this would I be disallowed due to my scroll-wheel-attacking?

Don't think so, unless it is stated otherwise in the rules. EDIT: As to quote the rules, it: "You may remap keys using external programs, but Each game input may have only one key, and each key may cause only one game input Inputs must be buttons - no scrolling the scroll-wheel or similar" So, you can change your buttons, sadly no scrolling wheel.
