With this, the definition should include, but should not be limited to: "regular missions", Offroad Missions, Firefighter, Stadium Events, and SSA races. There are also others I haven't tested that I think might bring this value up like Pizza Boy or Paramedic. The only downside of this thingy is that maybe this address is irrelevant somehow, but someone would have to prove to me otherwise first.

It has been known for a long time that your "mission attempts" counter goes up for missions like Pizzaboy, Paramedic, Stadiums Events, and many other things. (this is a stat that appears in the stats screen). The address in the vid is a different stat, I am not sure what it is though. Whatever it means exactly, it is irrelevant.

People used "savefile namechange" as the definition for all missions since the conception of the category. This is a very clear and short definition. Yes it is arbitrary, but it's the all missions category, which has never been acknowledged to be any different, and it was found to be the most fun (since nobody wants to do paramedic). Using a different variable (like this one which we don't even know what it means exactly, or any other for that matter (mission passed text)) to define the category would neither make the category less arbitrary nor more fun. (You may as well do 100% at that point...)

I have personally never been a fan of the all missions category, but accepted its existence and acknowledged it as a 'non-misc' category and even aided a friend of mine into learning the category and doing a run of it. Why? Because people enjoyed it and IMO enjoyment is the main component of a category being dumb versus it being 'real' (for lack of a better word). All missions, in its arbitrariness, actually took off as a category with a decent amount of competition, something which cannot be said about 'no asset dupe any%'; Despite many people claiming that to be better than current any%. Noone ever ran it seriously which is why the category is not featured on the leaderboards, unlike All Missions. (The same can be said for classic rules in GTA4, which also took off as a category.)

This stream proves that what has been said many times: "All missions is arbitrary". But it was, and still is, viewed as an enjoyable category by many. The same could happen for this new defined category, but as I said, noone wants to do paramedic and you may as well do 100%. Plus, invalidating the 12+ runs currently on the leaderboards is something that is undesirable, so in the off chance that this definition does take off, it would be a completely new category in itself.

The best/worst we can do for All Missions currently is change it to a misc category.

Yeah, All Missions as it is now can stay as it is, but maybe this could lead to the creation of some other categories now that it's a bit more clear as to what the game seems to consider a mission. Nobody even really actively does All Missions (except for KZFREW), but it has already been done seriously by others (including myself) in the past, so there's no reason to remove all those runs from the leaderboard. Maybe considering it misc. would be a reasonable choice, but it's not high-priority stuff imo. Might as well just leave everything the way it is while keeping this "discovery" in mind.

As I said in the past, All Missions would make more sense if the definition was everything with a "mission passed" screen (current definition + Boatyard + 4 offroad missions + dirt ring + shooting range (30 points) + pizza boy - Distribution) But it'll still be arbitrary and the current definition is grandfathered by now.
