As of the posting of this message, new rules for the San Andreas leaderboards apply:

• The in-game frame limiter now does NOT have to be on for the duration of the run. Runners are allowed to switch that setting on and off whenever they wish during their runs.
• 3rd-party FPS limiters (for ex.: Bandicam or RivaTuner Statistics Server) are now allowed to be used during runs.
