YNH, exactly, which is why I created the category All Missions, Perfect Stealth No Kills (or Peacenik - PSNK - for short), which is I think is a perfectly acceptable category.
I also added 100% for anyone who's crazy enough to even think about it. Not me, that's for sure.
Alright, I've given this a lot of thought, so here's my decision and explanation:
The Phantom Cigar is a high-risk, high-reward item as the in-game timer speeds up in proportion to the amount of time passing in the game world. As such, it should not be banned.
If they wish, runners who use the Cigar can submit an RTA time (I'd suggest first frame HUD appears to the first frame HUD disappears, which is how I manually timed Mission 2 when I speedran it) but the tables will be based on IN-GAME time only, not real-time.
I think this is a compromise that will satisfy both parties. Hopefully.
Seeing as how I appear to be the deciding vote on this one, I'm going to take my time thinking about this. I don't want to fuck it up.
I have two submissions in the queue from dekuking which use the Phantom Cigar to pass time. Apparently, using the Cigar causes IGT to speed up in proportion to the game's day/night cycle.
Do you think we should ban the use of Phantom Cigars in IL tables, or allow them with the understanding that users are still supposed to submit based on their IGT?
The idea of making it separate is that in any%, players are free to use things like the Parasite Suit, Chicken Hat, Weather Changes and Bombardments that would otherwise lower their ranking, all of which considerably change strategies.
Exactly, FurryWulfz. There is absolutely no point whatsoever to making an IL board for NG.
Something else I came across:
Occasionally it seems as though story cutscenes can be triggered by replaying old missions rather than doing new ones. For instance, I managed to trigger the cutscene where Huey finishes building the Battle Gear by replaying an old Chapter 2 mission I'd beaten earlier.
I'm not sure how to do this (for instance, prologue would only have an any% category as you're only allowed to play as Snake and the other Task is during a rail shooter).
Total Time Played is IGT, which includes everything you do, including Side Ops.
I would see NG for the Chapter 1 and Chapter 1+2 runs, and NG+ for the S rank and ILs.
For the any%'s, we could use total IGT at the end of each Sahelanthropous fight (Mission 31 for Chapter 1, Mission 50 for Chapter 2) since the game tallies your total play time at the end of each mission. All Missions S-Rank would probably be RTA though.
Oh, and Mission 2 (the Mother Base tutorial) would either need to be RTA on the table, since that isn't timed for some reason, or not included at all.
I've gone ahead and made three full-game categories. As for ILs, I propose we do three tables for each mission (plus possibly three "hidden" equivalent tables for Raiden, because he's in a tier of his own in terms of speed) where you can use either Snake or any of the Diamond Dogs soldiers, plus any equipment or buddies from your existing save file:
- pure any%
- stealth S rank
- All Tasks (complete all objectives)
I can see some exceptions to this rule (such as in prologue, which I can see only having one category, as the only optional task is during a rail shooter and the only stealth part is one room).

I haven't been able to find a good substitute for the village fight, seeing as how on the NA version the second wave isn't triggered by killing the two Ganados in front of the fireplace.
Does anyone know of any alternative fast methods for clearing the village?
