Generally people use an emulator because of all the extra features they have - idk if there are any switch emulators which have the right tools / are consistent enough though.
I would love to help I've had this on my mind for a long time (although I've never done a TAS before so it would be new to me)

It might not have junior TAS tools but considering SMO has motion controls we could just modify that for bowsers fury, and by modify I mean copy + paste
