The Hospital section is the most heavy RNG part of the game. the fastest way through is to kill tentacle nemesis on the 4th floor of the hospital, in the room that gives you the puzzle solution for the vaccine. the chances of this being tentacle nemesis are 50 50 and then the chances of him having the key items you need are based on if there is a FAKE green herb in the room behind him. if this is the case he holds the items. if not then you must go to B3 and take on 2 nemesis. one with and without a rocket launcher. this is one of the MOST heavy reset areas in the MOD. but after doing the city multiple times and learning the hospital enemy and layout of items it is possible. if still unsure please refer to the completed run and reach out for any questions.
