For whatever reason, this particular version of claw can work on Windows 8+ without the windows 8 lag, by enabling DirectDraw Emulation in clawadv.exe. The Lag was only reduced when the game files themselves were in a folder on the desktop (although I did not test this extensively). Windows 7 and below does not have this lag.

I recommend using dxwnd (http://sourceforge.net/projects/dxwnd/) simply because it is much easier to resize the window, tab out, etc. dxwnd may also reduce lag slightly more than just DirectDraw emulation.
