Is Livesplit, in any capacity, capable of not only counting down, but also splitting towards different splits, not skipping, when attempting to split? I have attempted to tried this earlier, but nothing has worked.

If not, are there any alternatives to the attempt of counting down instead of counting up?

I cannot explain why I am seeking such an act. If Livesplit or any other program is capable of doing this, please let me know and, if so, how.

You could try using a negative starting time to kind of make it count down, but that's the best you'll get.
Not sure what you mean with "splitting towards different splits", unless you mean subsplits (which are an addon).
