Otherwise we would start at one side of pad and start timer at the other when already having some speed, or even worse - starting back at garages and running through pad - in some routes the advantages could be huge.

Yeah, I was thinking the same. I have always thought that it could/should be leaving the pad, so I was always thinking why are not other people taking the advantage of it

You cannot Use the pad to enter services unless you're completely stopped, if I remember correctly? So the point is that if you can no longer use the pad, so the truck has started to move, then that is when time starts. So when I said "leaving the pad" I was also referring to the truck moving, since at that point you cannot activate the pad.
