This tool is made to assist a player who is either routing or is trying to improvise for a 100% category speed run. It has two functions. First, it keeps track of which city currently has its turn for remote building. Second, it calculates, based on your input of how much (post-earthquake) population each city currently has, how many times you should be located in each city for a construction cycle to reach each city's target population. This calculation should usually either be exactly right or will tell you to build 1 more time than necessary for each city. (The discrepancy has to do with it not knowing how much spare food the people have at the start).
