I went to resources and clicked on this link that sends me to github.com, but I'm unsure how to download this and allow it to work for my game to detect the loads. Can anyone guide me in the right direction?

You can find it in LiveSplit if you set the game name to 'Castle of Illusion HD'

Edit Splits... -> 'Castle of Illusion HD' -> 'Activate'

It should work. Then just add 23 splits as stated in the rules.

It's not working for me, did I download the wrong thing? I clicked the autosplitter link in the resources tab, then I went to the blue link "CastleOfIllusionAutoSplitter" and where it says "Clone or download" I chose "Download ZIP" and in the edit splits, I went to the settings to the right of activate and used the file, then activated it. Am I missing something?

If you have downloaded the script file manually from GitHub, you must go to Edit layout.... -> (+) Control -> Scriptable Auto Splitter, and set the path.

But it exactly as me and mr_double07 wrote above, the easiest way is just to set the correct game name and click activate. There is no need to ever go to GitHub.

I might have gotten it to work. Am I supposed to see the time pause automatically (during loads) while I run the game, or am I supposed to run the entire game first, and do something at the end to reveal the time without loads? I have "Castle of Illusion HD" set for the name and exactly 23 splits.

It ended up not working, but that's okay, I can play the game as normal and remove the load times once I get my runs completed. Nothing to worry about! Thanks for the help, though. Looking forward to running as well.

You might have to change the "Compare against" from Real Time to Game Time, if you haven't done that already.
