Can you be more specific? What exactly were you trying to do, and when did it tell you that it "doesn't have access", and is that exactly what the error message said?
Generally when you run into a problem like this it helps to give us as much information as possible upfront so we don't have to guess what's happening or ask 800 follow-up questions.

Might've helped if you clicked 'Details' there before taking the screenshot. Try verifying the game files in Steam, and then delete every file in
Documents\WB Games\Batman Arkham City GOTY\BmGame\Config
that usually fixes 99% of problems with the launcher.
i am doing that i currently deleted all the wb files verified the files and i am reinstalling rn
You didn't need to reinstall the game, just verifying the game files has the same effect.

Due to oversights on my part, there were two points where the autosplitter was supposed to split, but wouldn't:
- After performing Church Skip (Bell Tower Skip was fine)
- In Glitchless w/Cat after the processing center fight
