Yeah, you don't need to have an add-on
There are framerules, but not in the same way. Every frame counts for beating a level, but things like spinning your cape etc rely on framerules
This proposal is very similar to Obroe% (https://www.speedrun.com/smwext#Obroe), which already exists. That also requires dragon coins, but I'd recommend taking a look at that category to see if it appeals to you instead of us having 2 very similar ones
My typical response to category suggestions is that we'll consider adding it if we can see enough people running it, otherwise the leaderboards would get even more cluttered than they already are

For anyone coming across this post in passing, it's worth noting that the main version differences only affects full game runs (96 exit, 95 exit etc) significantly. Switch palaces fade out about 3 seconds faster and save prompts fade in/out a tiny bit faster in the JP version than the US version. That makes JP ~21.8 seconds faster over the course of a 96 exit run. In terms of strat differences, the two are pretty much the same.
That said, the PAL version of the game has very different physics and so many normal strats won't work in that version. The overworld is also slower in PAL so if you're from a European country and are currently playing on console, I'd recommend either switching to emulator and playing on the JP version or buying a JP cartridge/SFC to play on.
The idea is basically putting as many restrictions on the player as possible. Small only with Yoshi could work, but I'm not sure how different it would be to just a no-cape version of the same category
Yeah, that's a known thing. While Lakitu has his arms in the air (to throw a Spiney) you can't hit him
Being unable to pick up blocks is due to there being too many sprites on screen
I wouldn't recommend it. If you're going to use emulator, I'd suggest just using one of the standard ones rather than a browser-based one

Online or not, it's the same run so the runs will go on the same leaderboard. We have enough (extra) categories as it is; we don't need more identical ones for niche cases
It doesn't need to be great quality. Depending on what your time is you could get away without video at all, although if you can record I'd recommend it.

In short, using a camera is fine. Please record sound
Orb saves around 15 seconds in World 1, and cloud saves about a minute in the Bowser fight. Going glitchless is a perfectly valid option especially if you're just starting out.
To submit a run as glitchless all you need to do is select that as the 'Run Type' when entering the run details; this is only an option for 11 Exit and its no cape variant so if your run isn't one of these just submit it the same way as any other run
You need to fry the Rex with your fireball and have Yoshi eat the coin. If Mario collects the coin from Yoshi's tongue before it goes into his mouth, then (assuming it hadn't already spawned) the Chuck will spawn on Yoshi's tongue and you'll get the orb.

You should be able to move forward while pressing up/down while swimming. Sounds like an emulator issue to me, i know it's a thing some emulators do
