You download the latest version of Undertale and load up the game, in the settings menu you can change languages.

What is drm?

Digital rights management: which for Undertale is steam. If you delete the steam_api.dll file it makes your game drm free and with it being drm free everytime you launch the game the steam window dosent appear so when you reload your game you save a few seconds off of not being drm free.
