I don't know if this is a glitch but this happens about half the time I load up the game. It Also Happens sometimes on The University too. The Guards aren't completely clueless, they will still shoot you if they see you but they seem to not hear gun shots for some reason.

Many have probably noticed a large removal of runs from the leaderboard, this is due to a rule violation that many top runners are guilty of. So allow me to reiterate the rules of the game here.
