can you do those missions without streaming is that legal to do it?

You just need a video evidence, doesn't matter if it's streamed. So yes, it's legal.
I'm late to the party since caz already responded, but yeah, I don't stream and I got some IL's on the leaderboards. Just make sure to record it.
Changes to the GTA:SA leaderboard
The GTA:SA community has been deteriorating over a long period of time. Many top runners are not currently present on the leaderboard. This issue has not been seriously addressed yet, but an attempt will be made to remedy it now.
As of this news post, the San Andreas leaderboard will function in
