I've had a lot of uploads for this category which are Victory% and not Conquer, so I want to make this clear. 1.- With fully annexed provinces I mean the ones that you have full control of and not the ones that are just occupied, one way to know if a province is occupied and not annexed are this ones:

• An occupied province shows diagonal lines, the annexed doesn't.
• In an annexed province you can recruit or build, in a occupied province you can't.
• The only ways to fully annex a province are by peace treaties, ultimatums, or trade request.

The issue with my run was that there never was a peace treaty, but once the timeline was finished, I was able to recruit troops like I had annexed it.

It happens sometimes but at least before you stopped recording the provinces were still just occupied
