for do-not submit twitch vods you could always just record the twitch vod and post it on an unlisted YouTube video for retime. i have done this before

It's not against the rules to submit twitch vods or google drive links, it's just preferably that you use youtube. Not sure of the mod who rejected your google drive runs but try resubmitting them if you haven't already
