If you look at the 14:25 part of the video, as you can see, it's fixed at 60 fps.

Mod Note: I don't understand korean but that looks like the Monitor settings, not the game itself. Your FPS have to be shown ingame the whole time (with the built in mechanic or external tools like RivaTuner) and not just at the start or end as they can easily be edited throughout the run.
