You need string files for older versions (located in Data\Strings), I only provide the English files in the patch.
The files for other languages might be difficult to find since they aren't in the Steam version anymore; you'd probably have to dig in old torrents.

Also check the selected timing method in the layout settings. "Current Timing Method" will be what is selected with "right click -> Compare Against"

I assume you got a 144hz monitor and the game is running at 144 fps

Limit the framerate with https://www.bandicam.com/ or dxtory or simply set your monitor to 60hz
