And when it comes to performance issues, thats hard to answer, if anything try deleting ServerSideRNG, because that is not necessary and can lead to some issues.

By pressing F3 you bring up debug screen with tons of information, like your XYZ coordinates, chunk coordinates you are in, horizontal and vertical rotation, and much more. Using F3 is allowed in RSG speedruns, but some runs are done without it, however it is quite rare nowadays. You can use filter to only show No F3 runs if you want to check them out, the most notable position there would be 13:53 WR by Illumina

Next to the "Submit Run" button there is "View Rules" button, and everything you need to know is stated there. Even tho it is pretty long i recommend reading it all. Besides some obvious rules, like No Cheats Allowed, there are some less obvious ones, like having to show F3 screen during or after the run.

You need to place and get into a boat on a side of a single block, when it falls to a ground it will break into 3 planks and 2 sticks. You need to place it almost as high on a side of a block as possible, heres a screenshot of a good placement:
