Game is pretty hard to find. Your only bet is to buy a physical copy off of eBay or Amazon really. Think it got pulled initially from stores because of some copyright battles, so yeah. Good luck.

I can't speak for this game, but other bond games from that console generation are much faster on Xbox 360 than PS3. The reason is because you can install physical copies to the internal hard drive on Xbox 360 but you can't do that on PS3. For GoldenEye: Reloaded, Xbox 360 saves about 6 minutes in a 2-hour run. I'm not sure how much of a difference PC would make, though. But I assume it would be faster since you could install it to an SSD.
