Mike gave some very good advice but I'd like to add a few things. Like Mike said, it would help to know what category you want to do but either way, I highly recommend at least starting with NG+ even if you actually want to do NG especially since it's your first speedgame. NG+ is very approachable and beginner friendly. Both categories are quite difficult at high levels but at entry level NG+ is far easier to learn as on NG bad mistakes usually will result in a death due to the limited resources. That said, if you're wanting to run NG, it's a good idea to run NG+ first at least for a little while just to get used to the game and route of the run and at that point learning the NG run will be much easier and less daunting.
The second thing I highly recommend (for either category) is doing segmented runs after you've learned the run. A segmented run is where you'd do the game 1 chapter at a time using saves and repeating each chapter over and over until you've gotten a time on it that you feel is the best of your ability. Seg runs are excellent for pushing your limits which will increase your maximum speed which in turn will also improve you average speed and make you better at the game overall. It will also show you a lot of different situations that will be thrown at you in different areas which is important as enemy behavior varies in most places in the game making the run pretty reaction based. I've been running this game for 3 years and have done segmented runs several times throughout that time and I can say that every time I have done a segmented run the end result was a significant increase in my skill level and game knowledge.

We figured that now that LRT exists, RTA isn't really necessary anymore for S&Q. From now on it'll be as simple as punching in both your LRT and IGT for any run of any category
Yes it's valid to play GC version on a wii, that's what most everyone does. It actually can help the loads a bit as well but it varies a bit between console. In most cases, a black wii will have slightly superior loads to a white wii or gamecube. Mind you those differences are small enough that they hardly matter even at WR level. Also yes, that's exactly what the pause in certain areas is for, we call that a "pause buffer." A few examples of where that would be used are upon entering the del lago area, before shooting the gigante in 2-1, and upon entering the cabin in 2-2. Gamecube is a very particular version with a lot of differences from any other versions of the game so if you have more questions about specific strats for GC feel free to ask!
I've heard of this happening to several people. If you haven't already, make sure all visual settings are always as low as possible. This is always best for speedrunning because it means better loads plus much less chance of any crashes. I suspect PC specs might factor into crashes like this too, I've only heard of this crash happening to a few people compared to the infamous 5-4 crash leaving the turret room which seems to have happened to just about everyone at least once.
Yes minecart skip is possible for every version thanks to the set up that works for 30 fps! To my knowledge I don't think anyone has tried it on an emulator but I don't see any reason that this should effect it at all. Not sure if you know how to do it already but unfortunately the tutorial for it got taken down however it's not very difficult to learn just from watching someone do it. Any recent run of any version besides for PC would use the 30fps set up. Let me know if you need any help!

Yes you can submit a run any time you get a faster one
Only WR times require video. For all other times a picture of the typewritter save is fine since as long as it shows there was only 1 save that confirms that it's a single segment run
Also anyone not currently using LRT is greatly encouraged to! We will always continue to have both IGT and LRT on the boards. Even if you do not like the idea of LRT, it can't hurt for everyone to be able to see where they stand without the uncontrolled factor of loads in the way!
Yes there are some other cutscenes like that but those two in 6-3 are the most major time saving ones. Another example is near the start of 3-2 there is a cutscene of a bridge falling and it's the same with that one. We let that play on co-op because the player who cranks the raft will be there waiting on it either way so it saves IGT to let it fall in the cutscene. To be perfectly honest it's been a while since I've run this game so I can't recall if there are any other spots.
Since it sounds like you've been watching Snow's runs, just keep an eye out for if there are other cutscenes that he lets play and you can assume it's for that reason if so. Anyone can learn a lot from Snow, I know him pretty well personally and he has more experience with this game overall than any other speedrunner.
The 60fps method is used only if you are playing at 60fps on the steam version. For all console versions and also if you are playing steam at 30fps, the other method is the only one that works
In general lowest possible settings will always help but yeah like JTB said that version is just poorly optimized so it can still happen even to those with a beast PC. As for the mods question it's general consensus that the only mods allowed are changing the laser sight color and removing the clank sound effect from Ashley's Special 2 costume
I just realized (due to my notifications always being spammed with new IL records) that it's kindda dumb to have difficulties other than amateur listed in ILs. In other words I think the 4 difficulties should just be clumped together making it to where it's pointless to not use amateur for IL. They should still have a note saying what difficulty it was played on though or even a drop down in the filter to separate them at will.
Mainly just posting this to get the thought out there and see if anyone agrees. It's not a big deal really but it sure would reduce the notification spam for everyone and it would just make a lot more sense imo.

Like JTB already said, there are drop downs to view specific versions and fps. We wanted to make fps a visible subcategory for PC last time we did board changes but couldn't find a way to do that where it would show only under PC. I'll be the first to say the board isn't perfect right now but there are a lot of ideas for changes in mind. Glitchless will definitely not happen though as it doesn't make sense for a game that isn't mega broken (like OoT or Luigi's Mansion.)
Hey Gheko, welcome! There is no tutorial right now unfortunately, I've been meaning to make one for 30fps at least. I don't know too much about 60fps other than that the turns required are more sharp. It sounds like your problem with the 4th hit can be fixed with better movement and also by landing the first 2 hits faster. Getting those first 2 hits faster will not only give you more time to set up for the 4th hit but it will also improve your chances to get a good dive (it's possible to get a good dive every time with precise movements.) There are 2 different methods for the 4th hit, I recommend studying the Del Lago fight in Auddy's 60fps WR and using this method. Another thing, if you can not turn the boat at all after your 3rd hit, it means time timing on your movements were bad and/or that your hits were too slow. If you get that situation where you can't turn the boat, let go of aim and don't move at all, then when he comes back up you should be able to aim and hit him (he will be passing you on your right side, narrowly missing you.) Lastly, I have known people who used keyboard and mouse who would actually switch to a controller specifically for the Del Lago fight, so I'd also recommend giving that a try to find out if it will be better for you or not. Overall, don't get discouraged! this fight is very hard to master and takes a lot of time practicing to understand fully. The most important thing while practicing it is to complete every fight, you can't understand everything about Lago by only completing the fights where you are playing correctly, it's important to figure out what you can do when something goes wrong. Always pay attention to what you did when something goes wrong so you can identify what you have to do differently to fix the problem (that applies while learning anything, not just this!)
