All rules are obeyed.

The method I used was to bind livesplit to my first action(founding a city). I used the hotkey "B" for this, then ending my split on the final action, in this case, ending my turn with "Shift + Return"

The turn ends before the animation on this, as you can see the "processing turn for player 2" and the "please wait" are shown before the end of the animation. However, them being there means my final action had been completed and the turn was over, winning me the game.
