Rules on emulators?

So I'm new to speedrunning but am interested in learning to run SMS, I've read that certain communities accept emulator runs differently than others. So my question is, how you guys handle them? Are they accepted, a separate category, or just flat out rejected? I'm up for picking up the real version if I have to in the long run in order to possibly contend for WR, but I was just wondering if my runs will even count on an emulator. As of right now I have Dolphin by the way, thought I should mention. Anyways any info would be appreciated! Looking forward to learning a lot and becoming a part of this awesome community!

http://pastebin.com/qnHBpZPy Emulator runs faster than a certain time are not accepted. The specifics for each category can be found under "View rules". You will have to have video proof of your emulator PBs. Note that you also must include all of the game audio in your recording. Emulators are a variable but are not a separate category. If your times become better than the cutoff times, then you will have to purchase and record off of the console version of the game. Dolphin should work fine. Hope this helps :)

I'm wondeeing why emulator runs faster than 1:35:00 for Any% category will not be accepted? Idk what is the real reason, and many GC games leaderboards uses the same rule for rejecting faster emulator runs. Any clarification will be much appreciated. Thanks.
