Wii VC (FPS=59.824) loses 1.37-1.38 seconds or so every 5 minutes, and Wii U VC (59.94) loses about 0.79 seconds every 5 minutes over NES.
I am in favor of a set system of timing that has us put out to the hundredth of a second
Except I feel like it really doesn't mean anything if they're not timed accurately or if relative times don't have them or are also not accurately timed. Whole seconds will always be accurate, while decimals sometimes will not (depending on who's timing it - by no means am I saying yours is) and will misplace someone's rank, like TMR could have a better or worse 5:09 than you, but you wouldn't know that unless he counted decimals.

Essentially what I'm saying is that I think decimals have no meaning if the compared times don't calculate hundredths. But the whole point of a leaderboard is to compare times. I just feel it would be simpler to have the non-top times not be erroneously separated by decimals. Just my opinion

The SMB1 leaderboard has a bunch of times that don't include decimals and a bunch that do include decimals. It's possible some are not calculated correctly, and it can cause people to be placed above or under others when it's possible they shouldn't be.

For example, http://puu.sh/mDlzm/a76a77c42e.png in this screenshot it's entirely possible that Trevor Seguin could have a 5:06.9x, which would actually put him in 19th place, but we don't know that. This could be easily solved by timing the run to the hundredth of a second or so, but kind of stuff is all over the leaderboard. Timing every single run would be just silly; I've thought about just removing decimals from every run beyond a certain time boundary (Like 5:05 and slower, up to subjection) and pretty much have most of the leaderboard look like this http://puu.sh/mDlWQ/61443d339d.png

Since it's simple to accurately time the top runs using an emulator, I think the top runs should still be separated by decimals, but for slower runs I don't see decimals being needed since it can put people in the wrong place and it looks a bit cluttered.

even when they're somewhat trivial, I like things to be correct. It's probably just nitpicking and unnecessary to do this, and if you think that, it's understandable - what's your opinion?

A while back, I was provided with footage of Super Mario World on Wii U VC and Wii VC, compared the frame rates and ended up with the same answer. I was doing simple calculations and just assumed I was probably just getting the frame rate that the footage was recorded at. It's nice to see that you delved deeper into the calculations and got 59.94 fps as well. Thanks for the information!

There was a TAS that was submitted to tasvideos.org of both quests, and it was rejected because a second quest speedrun is largely a copy-paste of inputs from the first run-through. "Beat second quest" has been played as a race category a couple times, but due to the repetitive nature of the category and its unpopularity, I don't think it warrants its own leaderboard.

I just got a notification today that this was posted, but I'll go ahead and give my two cents.

SMB1

 1. I'm torn between "yes" and "I don't care." The 5:03.6 on VC I got a while back would have been a 5:02.2 converted to NES, which would beat two people that were ahead of my time who played on NES and emulator. When I informed them of this, they generally seemed to accept that my time was "better." I don't know if they actually thought that though, since I never asked them directly. I guess I feel like the unconverted time should be the "official" time, but the converted time should also be made known.

SMB2j

 1. For NES/FDS, the "time without loads" pretty much takes care of that problem. For SNES, I can't make a decision because I have a lack of knowledge... but as far as I know, Super Mario All-Stars was never released on the Wii Shop. It is not an official VC game. "Super Mario All-Stars Limited Edition," which is just SMAS ported for the Wii, was released in 2010. Since it's an actual Wii game, I have no idea if it actually runs at the same VC frame rate (~59.824fps) or an entirely different frame rate altogether. I use an injected wad on my Wii that has a rom of SMAS+SMW, so I'm 90% sure that that actually runs at the VC frame rate.
 2. I'd keep it allowed. It's only for convenience. Even if someone savestated to manipulate what frame rule they started on, I see no difference in that and using a delay on a timer to know if the game started on the correct frame rule.

General

 1. No. There are emulators that emulate at the correct frame rate (FCEUX, Bizhawk, I think higan does too?, etc.) and those emulators should be used. If they choose to use an emulator that runs at a slower frame rate, they should accept the time loss. Unlike the physical consoles, emulators are available to download on the internet and the choice of which one you use is free.
 2. We've technically already figured this out. FDS Minus World is a separate category, but it's not taken seriously as it seemingly doesn't really "beat the game." I feel like we should address that issue when/if it actually becomes a problem.
 3. There definitely should be cutoff points. I feel like exceptions could be made for people who have a reputation built up already and are trustworthy, but I like the guidelines you suggest. I think it should be sub 5:10 should be streamed while sub 5:30 requires video proof (However for this game on speedrun.com, it's set so you can't submit a time unless you provide a video, so idk)

I thought the GBA version's frame rate was known - it's on the SDA Knowledgebase. I can still take video of the GBA version if needed, but it would have to be using a camcorder @ 30 fps or something. I only own the original GBA, so lighting would most likely be bad as well. I think in the GBA version the physics are slightly different as well, like you fall slightly slower or something. I dunno, it just feels slightly different. Slightly.

This game and its version differences are great, aren't they... I have some ideas for this game's leaderboard due to this difference :P

for the SNES/FDS difference: have both versions on the same leaderboard ¤or¤ Split the two into their own games (since the All Stars version has some categories exclusive to it like "D-4 Warpless" "D-4 Any%" for example)

For Mario/Luigi... same leaderboard, but must clarify which character used before submitting? or let each character have its own leaderboard (like any% mario/any% luigi).

If all of these were to be combined onto one leaderboard, have an option to filter what you want to see (certain character, certain platform, like how ZSR has theirs set up)

I thought I'd bring this up because of the version difference+character difference can possibly make for a cluttered leaderboard (i.e., the pbtracker leaderboard)
