Other than minor specifics though, all versions are more or less the same to run. Bodyslams are easier on NTSC, but you have the ol' slide glitch which gets real frustrating when trying to optimize movement as you're more or less just praying not to get thrown into wonky directions.
A'ight had some jolly ol' discussion over chicken kart racers and concluded some rules with Fretzi. They're basically "anything goes", go check 'em out.
Also Extra requires Tomomo Hell, but not CotSG.
Edit: As far as adding even more silly categories goes, it all comes down to how much interest there is for them again.
It's an old category name, but it tells you what you gotta do in the rules anyway. Tomomo Hell btw isn't DLC so that's still in the run. Would still rather keep the name the way it is, 'cause it still is all campaigns if you don't throw more money at o_j.
And as far as the whole DLC category goes, yeah sure. Subcategories would work for it just fine. Rather only make the split once someone actually shows enough interest in it to do a run though (turn online features off even with DLC nerds). 200% and 300% however don't really need any subcategories. Having a "max%" or some shit further split into two just looks messy, these two can stay the way they are.
You never skip them immediately anyway, they linger for a bit and then poof out. If you're on NTSC just mash 'em out with triangle. If you're on PAL w/ language glitch they disappear automatically

You can tell it's a fresh file if it's made in the file selection screen or if it has no items from the previous run in the pause menu. NG+ also has different enemy placement, chests you already opened are open etc. but those don't really matter. NG+ would also probably start either after the credits, or after having saved the NG+ file to get a proper IGT for regular Any%. But then you'd notice that NG+ starts without you having to talk to the boat dude at the start of the game.
So yeah they're all fresh files. Or atleast mine are, it's not like I watched every run. :^(
See the funny thing is that he kills the second guy at 2.91, while my old run for example gets him at 2.75
Maybe you just need to kill the second guy at a very specific time (range?) to actually get a lower time at all

Turns out atleast my Katana Corridor () loads wrong, but I'm pretty sure it's gonna be the case for all the other levels, too. Too lazy to check now.
In any case, my loading static fades out before the first red guy even dies, when seemingly all the other runs on the same IL ( http://www.speedrun.com/SUPERHOT/Corridor#Katana_Mode1 ) have the static fade out the moment that same guy has already been shot.
Does this affect IL times in any way? And even if it doesn't, should I just take down all of my times? I don't really know how to fix it but I still wanna keep the competition healthy, atleast.

Just ban the guy from Max% and keep him in AC, the point of AC was to do it with the one guy you never get to play as in speedruns anyway. That and nobody cares about AC so it's good to go.
Anyway I went and edited the Max% rules a bit to match what it actually requires. Still need to edit the "Characters" variable a bit since you can use multiple. Probably gonna remove it entirely on that category.
